anchor cement swells and destorts the cylenders but it makes the whole block stronger top to bottom.

ok either way...im wondering why he filled it and THEN sleeved it, stock sleeves or not
I easily saw the backwords listing of mods that he did (or is doing). I really don't think he filled the block and then had it sent out to be sleeved. I think he was listing what he is planning on doing to it and the "filling of the block" came to mind before the sleeving. That's how I see it anyway.

I filled the block before the machine work so the block would be in its finel state of movement before the machine work.

the sleeves will be destortd as they are pushed in to the block. the pushing destorts the block the cement helps keep it solid then the finel work is done. if the cement is installed after the finnel work the block any block dose not messer square. This is anchor cement it set with a swelling efect. This is a old trick that is very good for soft mettel blocks
