Default radiator fan problem

i noticed a few weeks back it seemed like my fan would come on and off too often and for too short of time, even when the car was cold. i've sence noticed the fan never comes on at all anymore. the other day i ran wires from the batt. straight to the fans harness and it came on.

this is on a 96 civic ex, what controls the fan? or what else could it be? it did it on my stock ecu and my chipped obd1 ecu so its gota be just a sensor or wires...
