Default oil pressure

what other than a "oil pump" could cause low oil pressure? I discover my oil pressure was at 25 psi cold and 5 psi warm idle, and 25 psi full throttle. I ordered a itr oil pump and install it, still the same problem, had my b16 pump instected it was in excellent shape did not need to be replaced.
so now I am puzzled, I took off the oil feed from the block forward to the turbo, oil pressure sensor, etc. no restriction.
took the oil cap off rev the motor, no oil plash out of the head. oil pick is good, oil level is good. what othe than oil pump, oil pickup, oil feed line could cause a low oil pressure? please help
I am lost and at the verge of giving up on my project. I hope the head dont have anything to do with it.

the stock oil sensor hole. the thing is that I am not sure if the whole engine is starving from oil, or could, my bearing clearance be too big, or my oil pickup too low, I am lost pissed, and tired of wasteing money on this car, I am about to give up on the ---- all together.

yep I am building a new block, ls/vtec, just ordered the final part from tuner toys tonight, the arp studs, need some assy lube, and copper spray. the ls/vtec was gonna be my spare, so I guess now the b16 will my spare, hope I get all this worked out before april. hope the new bearings I have will be good for the new build, I really havent got to enjoy my project for more than a month until this problem.
