Im an idiot!
So the good news is i got the whole car wired up. It seems i was missing wires on my harness. just wired up some new plugs from my old harnesses.
NOW FOR THE REASON IM AN IDIOT: i go to set my timeing and the bottom end turns over nice. the head, wel not so nice i can only turn the cam 90' and it stops. has spun freely before in the last weeks. i havent touched it in about a week so i take the cam gear off and try turning it manualy with a 12" socket and wretch. the cam was stuck so bad the bolt snapped off inside the cam.
getting the bolt out isnt the problem. what made my whole cam and rockers not move is the problem . i took off the dizzy and the valve cover and the rockers every thing looks and feels right. i used a a6 head with a a6 cam and d15 rocker assembly it was working great up until now. WHAT THE ----? any ideas?

matched rocker assembly and plenty of lube now. the d16z6 block with the d16a6 head with a6 timing belt. the belt is loose, i read that with this combo the head is gonna be a tooth off. which i will correct with a adjustable gear. my question now is i have the timing set and cranked the engine over manuly with no spark plugs to make sure timing was good. do i have to set the top and bottom back to top dead center to fire the engine or am i good to go?

Yes it's possible to turn the engine over by hand, but you said you turned it over to make sure the timing was good. You can't tell if your timing is set right just by turning the engine over by hand.
You can see if it's not completely fucked and hitting valves into the pistons, but you can't tell if it's actually set right unless you look to see if your cam is set to TDC when your #1 piston is.
