Ok I have a lead.

I pulled my fuel rail off and then reassembled it with injectors outside of the intake manifold.

With the bad ecu I get injectors firing every 1 second or so. Very frequently. With the good ecus they do NOT fire.

I'm going to start searching from here to figure out why. I do have fuel pressure, just no injector firing

injector wiring is bad

fuel pump is priming hence the pressure

what could be bad in the injector wiring?

All four of my wires are going to the correct location on the ecu. I checked for continuity. I have 12v on all four of the wires coming from the resistor box.

Why would it go bad with one ecu and not with the other?

My good ecu is the p28, and the p28 does start and run my other stock 94 civic ex, yet it wont fire my injectors on the h22

Thats what I'm thinking as of right now. I've completely checked my injector circuit.

I've been told that the TDC sensor inside of the dizzy cause cause the injector circuit to fail. Seems like my only lead right now

So can you not pull a code under either scenerio?

Does the Fuel pump prime under scenareo #2 (no start)

Just for shits did you try using different injectors? I dont think they are messed up, but you never know...a short inside one may cause this ???
Also try swapping in a known good distro

I can't pull codes under scenario 1.

During scenario 2 I can pull codes, I just don't have any. It does the two second fuel pump code flash at the start, and then turns off. At that point I can jumper it but it just stays on like it does when you don't have an codes stored.

I have tested the ohms of each resistor, and they are all around 3 ohms (peak and hold). With the bad ecu in scenario 1 all four injectors fire like they should.

I'm going to try to find another dizzy this week, but not really sure where to find one at. I'm also going to try and find a factory P13 ecu.

I had a guy once tell me if your igniter is bad it wont let the injectors fire PERIOD...its kinda a fail-safe so you dont flood your car....
