So is this a B18 or a D series? Either way you can pick up a new LS head or an A6 head for dirt cheap. No need to go to a Honda dealership and pay $5000 for a new head+labor.

WELL EVERYONE I GOT IT STARTED! i swapped out my fuel rail with my original working one - and the bitch fired up after a few cranks! i am ontop of the ------- world! well thanks to everyone here for your input - it is appreciated! now - saving money for uberdata.

i turned the motor over, shut it off after it got a nice idle for a little, and then took off the valve cover. it seems that the valve unfroze\ because it wasnt loose. and i know that sometimes the lifters can be a little loose because of the cam position, but this wasnt the case - the lobe was pointing up on the exhaust stroke, and that was the only valve that was stuck down there.

I think you are mistaking normal play in the rocker when not on the same stroke. Either way glad to see its all set.
