Default ECU or TPS problem?

this all happens when car is in neutral.

i rev the engine and at about 1/2 throttle or 4000 rpm the vacuum gauge starts reading the other way. it reads 21 @ no throttle, hits 0 at full throttle but at 4k and at full throttle the needle moves all the way back to 20. it seems the higher it revs the more vaccuum it reads.

i get a CEL once when ever i drive around this engine speed. jumpered the diagnostic wires ( blue/white wire and blackish, with a dark brown or green harness, right?) andthe CEL wouldn't blink.

that means ECU problem right?

what do you think?

the ecu should do a check sum blink when the car is first turned on to do a self check.

if it were your tps you would not need to press the accelerator for it to reach 4000 rpm because it would probably be close to there at idle. im guessing its something else
