Default D15B Vtec Sputter/Bog Issues Low RPM

JDM D15B Vtec Turbo, shaved heads and 5 angle valve job. Running on 10 PSI.

I got the car from my brother who just had the swap done. Car runs a little rich and blows some black soot sometimes but in the 2000 - 3000 rpm range it will sputter and bog a bit most of the time but anything past 3000 rpm is fine. I asked him what was wrong with it he just said the PSI might need to be turned down a bit a play with the mixture of it.

Recently changed the ignition timing from 10 degrees before top dead centre to the what it's originally suppose to be 16 degrees (Dad did that) Drove it casual after and still sputters just not as much and still running rich. Im just trying to get it to stop sputtering not trying to lean it out too much. Think I should keep ignition timing at 16 which is what its set to stock or put it back to 10?

I don't know a whole lot about engines/ turbos. So if anyone has some ideas on what could be causing this and what could fix it that would be great.

well dude you need to get it tuned. you cant run around with factory timing on a boosted motor. also how did you adjust the timing. with a chipburner or did you do it with the distributor

Dad's a mechanic and set the timing back to factory. Not sure how I'll have to ask. The car hasnt been on the road since I got it from my brother so it's not like im out there beating the ---- out of it. It's just sitting for now.
