Default Choppy car

Just lately I have experienced something really odd with my car and I am just trying to see if anyone else has input or maybe the same issue. My car seems really slow, I know its a NA D series haha, but like abnormally slow but it is only when I let off the gas and it seems weird lik most cars once you let off the gas the car would coast but mine seems to be really cut off and slows very quickly I know its not the brakes catching either I checked that already. It seems almost like the car is not getting fuel or something. Any help?

But it is just recently that it does this. It was never like this before, I know what engine breaking is. And if I am just going slowly lets so in 2nd and I punch the gas it takes a second to really start going like there is a delay and sometimes there are little pauses throughout the RPM range.

I didnt say that I didnt know how to do it, I just asked like what it would cost me for parts and what not. I am very comfortable around a car but I have never done a full tuneup for my Civic.
