If your balancing the new internals, they need the entire rotating assembly... that means crank, pulley and all that good stuff. I would do it just for the peace of mind. From factory Eagle's rods and normally a high quality after market piston (like the ones mentioned) come from factory very close to being in spec's for balancing. It's a good idea just to have them balanced and check to make 100% sure nothing is out of whack due to shipping or a possible slipup from Eagle or JE.
I've heard people's claims that if it's not a race engine, then it's not worth the extra cash. That is true to a point, however wouldn't you feel safer knowing your engine will last longer and all is within specs.? You can never be too safe. :D

It might be ok or it might not, if your doing it right balance it. Your bearings will thank you.

about how much should someone pay to have a the entire rotating assembly balanced ..along with crank pulley and flywheel?

about 100-150. The best thing to do is call around of course. Ask them how they balance them too. Putting crap on a scale and calling it a day is definitely not the way to go. You should also ask for the specs on the parts... just in case you have to replace the balancer/flywheel ect later.

When My engine was balanced, I told them to "zero" balance (stand alone balance) the balancer and flywheel. If I ever had to replace them, I would just need to get them balanced before I put them on.

Otherwise, if they are using your balancer to even out your crank and pistons, replacing it would require rebalancing the entire assembly... otherwise you would have an out of balance set up again.
