Bad wastegate?

Default Bad wastegate?

Well ive been messing with my cousins car today and i cant figure out whats going on. Ill start from the begining. Well he had a ssauto mani and it finally broke, so he ordered a new manifold ( not sure what kind, But its not ss ) and we put it on. Well when we went to drive the car it hit boost in first gear, but from there it just stop boosting. So i checked the charge pipes for leaks. Then i checked the vacum lines. Found nothing. So i took the wastegate off because i thought the gasket might have been blown. It ended up being good, so i bolted the wastegate back on and and started the car up. Well my cousin has been running an open dump tube and while the car was at idle i stuck my hand below it and its constantly blowing air out at idle is this normal. I thought that it only opens up at boost. Is the wastegate bad I dont think it would be the turbo it worked fine before the ssauto manifold broke, plus whe had to cut the down pipe because it didnt bolt up the same due to a different manifold style and with the open down pipe you can here the turbo starting to spool up.

....? I'm not too sure as to what your problem is but it could be the wastegate? A little more info as to it being actuator or external ..... etc.... could help
