in MY opinion this is not a vac leak. vac usually makes the idle go up, not down. stock FPR ?
I chronicled my experiences on g2ic.com...have gone through every troubleshooting step on the internet. I think I will try once more before my turbo install and then give up. Unless this will be a problem with a boosted setup?
check ur timing...sounds like ur car jumped timing and ur valves may not be closing when they need to be...that would cause ur vac to jump around...same thing happend to a customers car i worked on about a week ago...also if your timing is correct try a leak test in your cylinder...

... pull the timing belt cover off and make sure your crank TDC matches your cam TDC. if it doesnt fix that, and then use your spotlessly new timing light and time the ignition
well lets just say for instance, that your tensioner on your timing belt is old, or slipped a little bit, and you romped on the car, i could see it jumping a tooth or two somewhere along the lines, i know its a far shot but worth a look, it takes like ten minutes, just pull the timing belt cover and check, even if its fine, you will eleminate that possibility
