water pressure out of a garden hose isn't that high, put your finger halfway over the end, then its high pressure

yeah if the presures not strong enough the water will just slowly drip out of the small hole you need some psi's to break dem hydrogen bonds O0

you're not breaking any bonds, that would mean separation of molecules. you're just concentrating the water enough to make a mist, by putting a small hole on it, chances are that it won't mist, but it will spray out at a faster rate. |

If the washer fluid pump isn't strong enough, I'm sure you can find something a pump like that on mcmaster.com or an aquarium store for pretty cheap.
