Usually people have their rods shotpeened, and it is done at a machine shop!

Its kinda what it sounds like. A "shot" is fired at a part (usually rods or crank) which relieves stress points and makes the parts stronger. Machine shops to this. Prices vary.

Yea most people do it to their rods. Ive also seen guys sand and polish them up instead of shotpeening... they tell me its just as good. Who knows just as long as you get rid of stress risers on the surface youll be fine.
