There's probably a physical governor in the exhaust port, it's just extra metal blocking up the hole. We took a dremel to that bitch a ported it out, picked up some serious top end.

as for the honda scooter there was one for sale the guy wouldnt budge on price which was more than i wanted to spend on somthing like this i picked mine up for 350 super clean with only 1500 miles on it |

It wasn't very noticable in the lower rpm, it actually helped with the oil circulation because before we kept burning rings revving the ---- out of it. You don't get a two stroke to not rev it.
