I mostly listen to EBM and computer pop these days but my roots are g/i, neo-classical folk, and pre-'85 country. Some small bit of it of it may be angsty, none is melancholy.

Besides cheesy northern european gore-infused "Four on the Floor" industrial is reserved for equally cheesy video games and balding car nerds. Also it's a big influence to most of the IDM bands around today, VioletO, Sin, Orange Sector, so you could agree that it falls into that category by default. Much like Death falls under "Death Metal" because they kinda started it.
It is most certainly angsty, depressed, and generally described as "dark" usually for no other reason than the Danes being hellbent for leather and pointy things. As for listening to EBM you are no better than the raver kids, minimalist german electronic is like the angry version of Gabba without the enthusiasm, mixed with a bit of sexual innuendo, gosh but what isn't now-a-days.
But I can totally see you stroking your electro-goth ego dancing around to Pzychobitch singing "big big lova"
*And to be clear, I meant IDM: Industrial Dance Music, not Intelligent Dance Music. Misnomer, I know, as I am aware that they are totally different.

All those newer guys took that tone directly from that, most of the "Dark-electro" has. Leather Strip, wumpscut Psychopumps, all those guys took a direct cue from the angsty depressed-angry-dark vibes that were early Industrial music.
You should listen to the newer bands though:

(Orange Sector didn't have one)
