Law here says you have to have power and basic ---- fixed within like 24 or 48 hours. Legally he probably owes you rent you have paid to him if your ---- doesn't work. I'd tell him to go ---- himself and just leave, he obviously isn't holding up his end, neither should you. One last game/party night is in order though. If he gets loud about it, which he won't as he is a -----, call him out and such.
