So from what you're saying, you should only be able to find explosive containers of gas in "isolated" areas like hospitals? I don't know where you live, but there are plenty of places where the hospital is right in the middle of a city (actually most of them are) and are surround closely by many buildings.

A welding supplies shop could have hundreds of O2 tanks and be connected to other buildings.

And what does it matter if you don't get "massive" surgery done at a dentist? You're nuts dude

Nitrous Oxide is not flamable, neither is oxygen.

Oxygen is an oxidizer, which can speed up combustion, but itself is not flamable.

Nitrous Oxide is only an oxidizer once the N2O is broken into nitrogen and oxygen. This takes heat and pressure (like a combustion chamber of an engine).
