did you even read that article? its talk about the standard for emissions for new car manufacturers not all cars in general dealing with inspections. its saying that so car makers do not have to setup up two different emissions set-ups, and so all new cars get a certain mpg which is a good thing considering a 88 crx hf get 55mpg while the new hybrids only get ~36 and the best gas saver cars like the kia rio only get ~32 ---- my dohc zc turbo crx was getting ~35 when i was not beating on it

he cant make you redo your whole emissions setup on a used car when the older technology wont be able to support it. so unless hes going to make honda redo ecus and fuel systems and give them away to everyone that has a 2015 and under car you have nothing to worry about
