Doesn't matter. A family friend has wrecked a couple of cars and has been in numerous accidents. Has no points on her license. How? She wouldn't crack up the cars in a way where there was any reason to press charges. The family never made insurance claims as it would just cost them more in the end. So as far as the state is concerned, she drives fine. He could be in a very similar position.
