I'd go to the state's attorney. ---- the bullshit, there's no way it takes 2-3 days to decide whether or not to cite somebody, it always happens at the scene of the accident. They'll cite your *** for too fast for conditions if you're going 2mph in a 55.

You need to take this to court.

Well I think I may have found a new car...its about an hour from my house...92 civic ex sedan 144k miles, clean title...needs tires and the drivers side windshield wiper doesnt work...if only one of the front windshield wipers doesn't work its fair to assume its the motor right? has some dents and some rust, but its only 900 bucks. sounds like a good deal?
