That would depend on your turbo setup. Most larger turbos would not have enough exhaust gases to allow a consistent full spool at 1st or 2nd gear. This would show lesser "engine load" on the AEM parameter. On a small turbo like GT28RS, all gear reaches the same max load, including very similar VE and boost comp maps.

Or at least that's what Ben Strader says, I've only played around with an early AEM once, a couple years ago.
