If you go to places like Texas the tribes weren't different. Of course in New York they had completely different tribes, but all along the "border" there were tribes that spanned both sides until we forced them to disband.
Point is, there is no reason there shouldn't be an open door policy between us and mexico except:
1) The CIA would have to monotor THEIR flow of drugs into America to ensure THEY don't get caught. Yes the CIA is selling crack to the ghetto. And
2) White owned companies couldn't move labor to mexico and exploite workers.
We're not a great nation built on anything short of murder, corruption, and racism.

How is that stupid?
If you have an open door policy (like we have with Canada) then the USA wouldn't be allowed to exploite their workers nearly as badly. So if White's are giving them 7 bucks an hour opposed 3 cents a day why would they need to come here?

If by drug cartels you mean the United States CIA then yes.
