voltage and amp capacity is printed on the recp. just beacuse the breaker in the panel reads 20amp you may not have a 20a circut you need to look at conducter size for a 20a circut it should be #12 awg.
now if your looking for an amp reading your going to need an amp meter. which means you need to pull the panel cover off, then find out what circut it is if its 240volt it will be a 2 pole breaker. there is 2 conductors (wires} you need to take a reading on both of them one at a time.

i am an electrican myself been doing it for 10yrs just look at the name plate on the welder first find how many amps it draws and what voltage or you can simply look at the plug on the welder somtimes its on there, if your welder draws more than 20amps.
my suggestion is to have an electrican install a new circut for you . if your amperage doesnt exceed 80% of your 20 amp circut your good to go.
