Pennsylvania requires at least 2x6" walls for outside and structural support walls. Basicly if you have a wall inside the house as well that acts as some type of support, it also has to be 2x6" studs, and always 16" on center. Almost every house i've ever wired (and good old PA doesn't require an electrical license either ;) ) usually has all 2x6 walls for the garages. When i wire a house though, all garages are done 20 amp circuits with GFCI's in 12/2 wire. If welders or extras are being added, then i check the amperage rating of the welder and run a dedicated circuit just for that alone. Normally only need around a 40amp (10/2 wire) circuit for a 110v mig welder, arc welders i do as 50 amp(8/3 wire), and tig's usually at 60amps with at least 6/3 wire. The higher amperage receptacles i usually add a disconnect as well. I'm not sure what national codes are electrical wise, but i'm pretty sure they're right along with what PA requires as well.
