Steve:

Yes it does suck that your house was built cheap, but most of it is just standard building code.

Interior walls never have to have insulation by code. (at least where i am)

I'll even bet your interior non bearing walls are all on 24inch centers not 16.

The garage, by code, only has to be fire taped.

And most of the builders around here (ryan homes, NV homes, Rylan) Don't use any osb for the shared walls in betweenthe townhouses, just a sythetic fire barrier.

i whouldnt judge the built quality, or craftsmanship of the home based on insulation in interior walls.
a deciantly built home whould have 16" on center studs on both interior and exterior walls. maybe even 16" floor joists.
garage whould be 6'' exterior insulated walls. exterior whould be either exposed hardy lap-siding, stucco or brick. not t1-11 siding.

That's how all new homes are out here. I believe they allow 4" in the garage, but the living area is all 6".

Re: HMT Electricians (boost, raffi, ???)

yes 6" is code for exterior walls in all homes. but not for garages. garages can get away with only 2x4 walls.
