not all electric motors have a ton of torque right away...depends on the number of turns/thickness of wire around the armature (remembering my rc car days). but im sure a starter motor (especially if it was meant for a big motor) would have a ton of torque

A starter motor is a shunt motor (or series, can't remeber) which provides a lot of torque and can be spun for a long period of time. But if unloaded it will result in catostopic failure. A shunt motor will continue to accelerate if left unloaded until it self destructs. They have a infinite unloaded speed.
