Default Failed Emissions, need help

The Car: 1990 CRX HF
The Engine: non turbo D15B JDM maybe? I know its not the original motor.

The Results:
acceptable my results
Hydrocarbons (HC) 1.00 1.73
Carbon Monoxides (CO) 12.00 53.79!!!
Nitrogen Oxides (NOX) 2.50 0.22
Gas Cap Test FAILED
Pressure Test PASSED

The technician told me that my results would inprove if I got the gas cap replaced to where it passes. As you can see my biggest problem is in the carbon monoxide area, any clues why there so high? I bough a new Catalytic just for the emissions run and still I failed. I do a routine tune up every 3 month's. But I admit I havent changed the following items in over 2 1/2 years. Any advise is greatly appreciated.

Distributor Cap
Ignition Wires
Fuel Filter

have you done anything with it for tuning? chiped ecu, afc, anything like that? the numbers tell me it's running rich. lean will cause more nox, rich more of the other ----.

I know its running rich cause I hooked up my buddies air to fuel meter, and it was running rich the whole time. But then it started leaning out and ----. It'll go back and forth from lean to stoich, very fast and very repeteadly. I had the motor pass in my other CRX. The only thing that's changed is the intake mani. I ditch the HF mani in favor of one off a D16Z6. So i dont know if that has anything to do with it?

How many miles are on the engine, my teacher once told me that he would spray water into the throttle body with a squirt bottle(while engine was running) about a gallon of water total in order to help cars pass. It clears all the ---- out of them also check your timing and anything spark or fuel related

go to home depot and get 2 gallons of denatured alcohol and then put them in with a full tank of gas. this will really lean everything out. i failed once and then did this and it went through with no problems. the cheapest way to do it too. about $15.00.

be careful with leaning strategies, if you run too lean you'll get too many nox emissions and fail anyways.

ok, I'm just letting you know.

what I did to pass emissions: dropped the whole exhaust, put a turbo on, I run open turbo, it's probably rich as ---- running on a base map, and I like the bov noise. I passed with all perfects, I even did a cool fatality. no emmisions pwnz you.
