i was looking into getting a set of JDM headlights.. here's a writeup, including the part numbers for the sockets and bulbs you can get at any US honda dealership

as steve-o said, they are used for at stoplights...you kill your regular headlights. they aren't called "city lights" they are called "curtosy lights" (sp)
just thought I would clear that up.
WHere someone said they are used instead of regular headlights is beyond me. and also, they look nothing like whats in the picture.
