ya the rain sucks, but its not too bad up here, cali is way too hot for me, idk if i could handle 90+deg weather. I heard you have year round tracks in california? All i know is the pass from oregon- california is crazy, takes forever and i almost hit 5 deers and watched a semi take one out about 100 feet behind me. im never gona drive that pass at night again :l Also where i went in nor cal seems like theres more people with 20s on their charger than fast hondas... plus we have a pretty nice track to use 15mins across the border when the weather is right

You're possibly yourself a disservice by lifting and doing cardio in the same day, but other than that your workout sounds good.

Don't try to jump the gun and start building muscle mass. In order to gain muscle mass you have to do exactly the opposite of what you're doing now. You basically have to intake insane amounts of protein and sit on your ass so it all turns to fat for your next workout, lift, then sit on your ass and let your muscles recover. Keep it cardio heavy, do like 2 days of weight training a week just to get your strength up and stick with it.
