Just file it before you do anything else and then escalate it to a dispute right away. You can always cancel the dispute if he follows through, and it will get his attention if he's ignoring you.

Did you just file a claim or did you file a claim then escalate it? Because that's what you should do.

Choose the option "I do not believe we will reach a solution" or whatever it says. That eliminates a week or so of waiting on Paypal's part before they do anything.
