the honda vss reads off the speedo. you can pull the pin from the ecu supplying the vss signal, and eliminate the signal as well as the speed limiter, but you will get a cel.
if you have vtec, it will no longer work either, so you will have to wire it to function all the time or use a rpm switch.
i had to do this in a pinch one time so i could have some track time without the damB speed limiter.

My civic D16A6 tops out at 120 @ 5500RPM this is what all D series engine with SI ecu's top out at. either get a chip or an after market ECU no way around it, and about the wire srom the speedo to the ecu, i will try cutting it this summer and see what happens, because in my civic the main cable from the speedo goes directly to the transmission, so if i snip the wire the speedo will still work, i will see if i still get a CEL
