The speedo on my Evo climbs around that quickly (obviously not in stock form it won't) so for a stock street car that's not too shabby. Plus the whine of the blower makes it worth it 
Your civic's come a long way, but man I'd probably kill myself with all that boost lag lol. Definitely one thing I don't miss with big turbo honda setups, although your rpm more than makes up for it.
