No, it doesn't drown people. But people get stuck in the snow on roads in the middle of nowhere, and slowly freeze to death over the next four days.

Drowning isn't the only way to die. People could be starving to death stranded in cars miles away from anything and maybe cell phones arent working so well since the storm or people could freeze to death
