Most likely has to do with your tuning. What ECU program did you use for engine management? I would ask the person who burnt your chip what they did to the settings for first gear. Its a good thing that you dont boost much in 1st anyways to avoid blowing your motor in that short gear span.

and i've never seen anything about specific fuel settings or boost settings in each gear. how long would it take to tune it if it was like that?i'm helping this guy by making sure he doesn't listen to what you're telling him to do :P

hey thanks for all this help that you guys are givin 
again i have a 4spd manual tranny dohc zc with t-25 turbo and turbo edit. so i dont think my setup is shitty it's just that i have a 4-speed so all the boost counts(i have an si trannythat i want to swap but im unable to) and now that ive been drive'n the car more.... sometimes it boost in first, but most the time it wont (bout a 6:1 ratio) so that is why im somewhat concerned. thanks again

thats cuz ur turbo is the size of my head... u dont get full boost til like 3rd or forth huh?
well i never run to full boost(except a few times but i can hit full boost in 2nd,3rd,and 4th)
