It might. If the PCV is leaking and allowing boost into the crankcase, the turbo cannot properely drain its oil.
I had a similar problem with my crx. I ended up blaming the engine, it had too much blow by and I think the gas was thinning out the oil, along with excessive crankcase pressure, which caused the turbo to smoke.

I've hear that if you don't run a proper PCV setup, then you can pressurize your crankcase during boost and the pressure will not allow the turbo to drain oil properly.
I would say it's definately an oil issue. I don't know what else it could possibly be.
Either the turbo is not getting enough oil, too much (probably not the case since you have a restrictor), or it's not draining properly.
Either way, it sucks to go through turbos that fast.

for a temp fix just unhook your pcv valve goin to the manifold and let it blow into the air. and plug the hole on the manifold.. i did it i went though 2 14b's and a 16g and i did this and got a turbonetics and it didnt cause problems
Exactly, there is no way to check it. You shoudlnt be running a PCV valve period. Either unhook everything and dump into atmoshpere as tated, or buy/make a catchcan and keep your engine bay clean. If your engine has blowby (do a leakdown test) Your turbo will smoke no matter what. My engine was so bad I took off the oil drain and ran the engine i felt alot of pressure coming out of the oil drain fitting on th eoil pan. imagine it at full boost 6000rpm.
