Im doin a relatively low budget turbo setup on my 91 celica with 95 7rib 4afe. My goal is 220 whp and i want a max of 12psi and i only want it to be oil cooled. What turbo would you guys recommend?

 

T25 or T28.

 

What brand? If a Garrett arent they water and oil cooled?

 

All Garrett units of this size are most likely water cooled and oil lubricated/cooled. I am not sure of a turbocharger manufacturer off the top of my head who only produce oil cooled/lubed units. I would start with a search on eBay but if you find a unit that accepts both oil and water. You don't always have to route the water cooling lines. Just add 50/50 water & coolant and loop the lines.
