Normally there is a fitting there where you connect a hose that goes from the compressor housing to the wastegate.That is what actuates the wastegate.
I pluged the one on my turbo and ran the wastegate off the IM......n00b! ;) |

That's the exact same type of turbo that I have. If that is what it is for, that's cool.
