Just weld the flapper shut and see what happens.

 

I could be wrong, but I think 98 beetle TDI turbos have the turbine housing cast to the manifold like an SRT4.

If you think the flapper is stuck just fix it. Why replace the turbo? Not seeing your thought process here. :1

A few things:

1) Yes it is a GT15, but in a 98 it might still be wastegated.
2) It will be all cast as one unit on the hot side (mani and hot side of turbo that is)
3) If it is a variable vain turbo, 99% chance that as mentioned the vanes have just become stuck and just need to be soaked and cleaned and it will be fine.
4) Chen the intake mani as it is probably just about closed up from the egr, by this point.

They are a VNT15, its not wastegated. Yes the manifold and turbine housing is cast as one piece. The vanes are most likely stuck due to carbon buildup and just need cleaned.

The Canadian 98 Civic Si is the same as the American 98 EX.
As for the pics, if you're in the bad in need of a fix, you just need to google "*******", and in 5 minutes you'll be fine again... You're not getting pics of my girlfriend.
