don't be scared to run the car with it, just watch the boost gauge. it aint gonna hurt if you take it to 15psi for less than a second or 2 while you're seeing when the wastegate opens. or...have you thought about contacting the guy you bought it from and asking him what psi it opens at? ::)

Yeah jsut test it out and make sure you're not running downt he freewy that way for half of an hour pegged wide open....just for a few secs to find out...
