A good place to start is by taking a look at what platform you're building. What year and type of car, what motor series, and what kind of power you want out of it and whether you want to leave it as stock as possible to make it as cheap as possible. Obviously stock components limit you to a "safe" power range, but any hmt type of setup will net you more power for less money than just headwork and cams alone. Your average stock d-series build can get you up to the 200hp mark with little money invested, and your average stock b-series can deal with up to 300hp...all with correct tuning of course.
