Tial knockoff BOV, trying to kill the rattlesnake effect
I'm rocking a real tial 50mm and it dosen't flutter I'd go with the others say change the spring...
and whats this ---- about needing a dedicated line?? I have mine off the pcv port with my wastegate and boost gauge and its perfect....

real TiALs have 3 springs to choose from: 7, 9 and 11 psi .
7 psi will be open at idle, and may leak under moderate boost
9 psi is closed at idle, 1 or 2 compressor surge "chigs"
11psi same as 9 but surges like a mother ******... only really useful under 30+ psi boost.
get a tial 9psi bov spring and call it a day

The fluttering sound is when there's no BOV or when it doesn't open.
CAreful the knock offs are not bad but sometimes the piston doesn't move freely. On a few of them, I had to sand and then polish the piston and the housing where it sits for it to work fine.
tqake it apart and try to move the piston in and out by hand. you may find that piston jammed or simply too tight.

the stuck piston sticking is a good idea, ill look into that.
ok RFL man... im telling you TIAL recommends a dedicated vacuum source. and im also telling you IT DOES MATTER! we had all sorts of comp surge before giving it a line of its own. this is on a 35psi FP67 2nd gen with a 2.3.
i got my tial knockoff and the spring was stiffer than ----. my car isnt finished yet but i tested on my other honda and i had to cut 2 coils off the spring for it to open halfway at idle. that's what i want it to do right? im going to be running near 30psi.
I ended up cutting a couple coils from it and its working alot better, cut em 1 at a time and it kept getting better. I think I need to cut 1 more.

try taking it apart and either lubing the slide with a slight film of grease, or doing what blasst said. chances are its sticking.
i havent heard of the knockoff tials having the spring too stiff from the factory like the knockoff greddys
