are you talking about internal or external? I'm thining he means adding shims to increase spring pressure.

 

yah that's what i was thinking... external wastegates come with those shims to increase the spring's tension thus increasing boost... it's safe... ur wastegate should come with about 5 of them atleast... jus buy a stronger spring

 

you put washers behind the wastegate acuator and it makes it open later so you get a little more bottom end boost internal waste gate

He's talking about shimming the actuator head. The bracket where it bolts to the housing, it's been suggested that adding some washers would help extend the arm a little and change the boost level.

Mine is so rigged to hell, it probably uses the same technology
