Check your wastegate and hoses. I have a brake bleeder vacuum pump that can be used to supply pressure on a dead head system like a wastegate actuator. Pull the hose off of your vac/boost source and pressurize the hose. The actuator should start opening up at 5-8 psi of pressure. if not something is keeping the valve closed against the port. If pressure doesn't build, or it bleeds off really fast, then the diaphram within the actuator assembly is torn.
Another thing to check is your vac/boost connection. Where is yours located? Directly to the manifold? From the turbo's compressor's housing? Those are the two best sources to get the signal from. if you have it hooked up to the brake booster hoses/lines, then you chance haveing a problem with a check valve within that series of lines. If the actutor can't see boost, then the turbo will continue to built pressure because it has no way of venting the extra exhaust around the turbine wheel. The best thing is to use a dedicated line for just the wastegate actuator from the before mentioned sources.

THANKS ALOT MAN !!!
this guy helped me out on aim and i found out what its was my vaccum line i was using had a check valve in betweeen it so my wastegate had always been cllosed because the check valve did not allow any vaccum through to actuate the waste gate thanks man but pics coming soon on my just finished f22a turbo

car looks good, you need to get a filter or atleast a clamped on screen on your turbo inlet, just one small rock is all it takes to ---- up your turbo. other than that, lookin good!
