Default Oily turbo - quick questions

My buddy picked up a turbo kit for the insane price of $100. Anywho, it's got an XS Turbo that has a buttload of oil in the exhaust housing. Does he just need new seals? If so, what are those particular seals called because we'll need to order some.

Well I'm assuming it's a garett clone (i might be assuming too much?) so a garett rebuild kit would work. Some kits have tons of parts and some have few. We need the cheapest kit we can get that doesnt include a bunch of parts we dont need

if it leaked oil that bad, both the shaft and the piston ring are worn out. Just a new piston ring will not cure the leakage. especially with a chinese turbo that has much inferior mechanical properties and wears out so easily. re-Machining the ring land and using an oversized piston ring is most of the times needed, as well of course as rebalacing the rotating assembly which is not just " a good idea" but required for a reliable result, especially on the chinese turbos that never seem to be balanced at all anyway, from what I've seen.
