Can someone further explain this? I mean if you rev your engine, you are producing exhaust which is use to turn the turbine. So why doesn't the compressor make boost when turning?

To do work, you need power. To spool a turbo, you need high pressure exhaust gas. To make high pressure exhaust gas, the engine needs to do work. Rotating a flywheel isnt much work.

Do you have a boost guage? What size is your turbo? Are you revving or holding it steady?

Majorahole, your buddies supra has a 3 liter inline 6 which is prolly gonna put out almost twice the amount of exhaust.

Might it be possible that you're building some boost, but not enough to open the BOV?
Your BOV could be preloaded too tight....
