Default New turbo, smoking and oil pressure problems

Hey nogs,
I have a '92 Mercury Capri XR2, same engine as a old Miata just FWD with a turbo. I blew the old RHB5 overboosting and replaced it with a bigger RHB5; now I have very low oil pressure when at idle but it increases when I use the throttle to raise the idle to ~1200. Also, when under decel from 4000-3000 and idle it smokes like a ****; I have a test pipe so I'm not sure if that has anything to so with it. All of the gaskets and downpipe are new, so could it possibly be ---- buring because of all the newness? Any help is appreciated, I will post **** if I get the ok from a mod and change the title to NSFW; but since the owner change I'm not sure if I can any more.

Both the oil return and the oil restrictor I'm using are OEM parts for RHB5 turbos.

I haven;t checked yet but even on my old blown turbo that smoked like a **** there was never any oil in the exhaust housing. I have zero shaft play. My dad suggested today that it might be a turbo coolant leak since the smoke is white and the turbo is water-cooled. I have zero oil consumption.
