Default need help with overboosting

my car is overboosting . im running a turbonetics deltagate and a turbosmart dual stage boost controller on a b18b. ive got both of the boost controller settings at 3 psi and the spring in my wastegate is supposed to be a 5 psi one. im seeing at least 10 psi on my boost gauge at WOT. i dont know if it can go higher then 10 because im letting off the gas before it maxes out. im only basically tuned on crome so i dont want to run more that 5 psi. i had a 12 psi spring in it before and i took that out thinking that it was the spring allowing the boost to go higher that 3 psi . even with the small spring, itr still goes to 10 psi. Shouldnt the boost controller be determining the boost setting, regardless of what spring is in the wastegate? im not sure why its allowing soo much boost. ive checked all vaccuum lines for leaks and found nothing. i have it set up so that the vaccuum line for the wastegate is hooked up to the intake manifold. i only have the WG running on that vaccuum source with the boost controller T`d off. what could be allowing that much boost?

Boost controller and wastegate were on a friends car running 3 psi with the same setup. he had a shitty tuned car so when he parted it out i bought the stuff from him. i put this stuff on my setup without changing anything and it boosts past 10 psi. . i just assumed that it was at 3 psi since the settings had not been changed. i have 3 various sized springs that he said were 3 psi, 5 psi and 12 psi that he has bought with the wastegate. when put the wastegate on, it had the stiffest spring installed whgich i assumed was the 12 psi one. i swapped it out for the 5 psi one , but the boost is still staying the same. i crank the BC down to its "0" setting for both high and low boost and my boost is still like 10 psi , maybe more. i dont want to find out what will happen if it boost too high, im still trying to break everything in so i can get it tuned on a dyno.

also... i found the instructions for my WG on the net. the deltagate has an adjustable nut/rod on the top allowing the spring load to be adjusted, claiming that 1/4 turn of the rod into the wastegate will adjust the load 3 to 4 psi or something like that... i adjusted the nut as far as it could to allow for least amount of load on the spring... this had no affect and the boost stayed the same.

Check your boost reference. If the wastegate sat check the piston for free movement. Mine was a bit rusted on the piston stem. I cleaned it up and it works great now.
