Default late boost

hey guys my setup is mostly done but, i have late boost in first gear boost comes in at like 5.5 k and it only reads 5 pounds its a ihi rhb5 i know full boost should be from about 3200 rpm, i checked the charge piping for leaks and the vacuum lines. but nothing my friend said the actuator is proberly messed up, or i hooked the vacuum line up wrong, how did u guys hook yours up, all i did was put a vacuum line from the nipple of the actuator to the turbo, is that right?
if not can u guys tell me how to do it, and if thats not the problem give me some suggestions. cuz the turbo is spooling like around 2200rpm, i can hear it. another thing that is bothering me is when the car is in idle vac is like -20, when i rev it jups to like -12, i thought it suppose to be at zero, only when i redline it jumps to zero. thas it for now, but i need help fast

check for leaks in the manifold... look for dark black area's cuz those are representing exhaust leaks. exhaust leaks can act as a wastegate at lower rpm's thus creating laggy boost. try this... disconnect the vaccume to the wastegate and take off down the street. it should spool up hella fast and u should get full boost around 2.5 to 3 if not then try to adjust the wastegate actuater arm to shorten it. it might be stuck in an open posistion thus leakin at lower rpm having to close at higher then re-opening to create ur "set psi"... it sounds confusing but jus try it. thats what was happening to me til i got my external wastegate now i get full boost at 2k and im lovin it. only thing im not lovin is i have no dump tube yet and my engine bay is gettin dirtyyyy

wont i spike higher boost levels if i disconnect the vacuum line to the waste gate and also i am running the o2 housing off an ihi rhb5, the rest of the pipe is not connected to the catalytic converter yet
