when you set the 1000 it also makes everything below 1000 that same setting. Thats your idle.

check your btm wires too. when i connected it up my car did not want to start. turned out the wireing harness on the btm was wrong from the factory! its kinda difficult to explain. you know how thiers a section of wiring that goes on the distributor and on the other end their a plug with i think 4 wires. and the other end of that plug goes attached to the btm. well make sure that on the plugs the wires correspond to each other. kida like this

out(plug coming from dist) in(plug going to btm
red red
white white
black black
blue blue

im taking a gues at the color scheme i forgot exactly what color the wires are. when igot mine the red wire was connecting the the black wire on the plug. i just had to swap them over and the car started. dam i really hope that made sense. they messed mine up maybe yours is having the same issue. :P

so could timing cause low compression? could low compression cause no start? the engine runs while I was getting pulled down the road but as soon as I put it in neutral it shut off, I installed everthing correctly gapped rings correctly, torque to specs. I have sparks ignition is hook up correctly, fuel at the rail so thats working, vafc adjusted to idle-40 and 30 across, it cranks hard, but no puff, no attemp to start, no CEL, crank timing, everthing was at TDC at assembly, I am clueless

but even if there is too much fuel, shouldn't it attempt to start?

yes I did! really low, I beleive it 50 psi? everything is correct. could my timing be backwards even though the crank and cam pulleys marking are at tdc, can that cause a low compression? this sucks I leave to Iraq next week, and I did not enjoyed my project.
